NASS Resolution of Support for Enhancing Voter Registration Process Via USPS Change of Address Program

WHEREAS more than 23 million households move to a new residence every year in the United States; and

WHEREAS the national Change of Address Request and mail forwarding program coordinated by the United States Postal Service (USPS) provides a unique opportunity to allow eligible Americans to register or re-register to vote immediately upon moving to a new residence, and

WHEREAS the United States Postal Service change of address program provides an opportunity to distribute voter registration forms in print and online, both before and immediately after the move is complete; and

WHEREAS the expenses associated with the potential printing and distribution of the registration forms in the USPS program are reduced through the sharing of printing and postage expenses between public and private sector partners; and

WHEREAS the members of the National Association of Secretaries of State work to ensure accurate and up-to-date voter registration rolls; and

WHEREAS the prompt registration or re-registration of eligible voters after a move is critical to ensuring access to elections, as well as efficient and cost-effective election administration; and

WHEREAS the prompt re-registration of a voter after a move ensures the most timely opportunity to update voter files well in advance of Election Day;

NOW, THEREFORE, BE IT RESOLVED THAT the National Association of Secretaries of State supports the distribution of voter registration forms in the United States Postal Service Online Change of Address Program and Welcome Kit;

BE IT FURTHER RESOLVED THAT the National Association of Secretaries of State supports federal, state, and private sector efforts to ensure that voter registration applications will be included as part of the USPS change of address program.
