ACR 2003 Winter Conference

Business Meeting Minutes

1. Treasurers Report

1. Statement handed out and accepted.

2. Question raised about service charge on the account. Refer question to NASS about what charge covers and if it is possible to reduce/eliminate charge.

3. No other questions.

2. Interstate Compact APA

1. Report on status of proposed APA. Kent Bishop is working on obtaining funding for Compact APA.

2. Suggestion was made to get ACR to compile the regulations that the existing Compacts promulgate and make them available on website.

3. Question raised about how ACR would keep information current. Possible committee for Compact Rules suggested with Jeff to continue working with Kent.

3. Plain English Resources

1. Request was made for information regarding plain English resources for writing regulations.

4. Uniform Securities Act Model Legislation

1. Information was presented on the model legislation and how it treats orders vs. formal rulemaking.

5. Summer Conference

1. A list of potential topics was discussed.

2. Pam Booth of CT. will not be able to attend.

3. Discussion of having a grassroots organization speaker come to talk about access to rulemaking process.

4. Send out information for Summer Conference to all 50 states.

6. ACR Federal-State Survey

1. Survey is being constructed.

2. Questions to be added:

1. Charges for Submission

Does your state charge agencies for submission to the Register/Bulletin?

Does the enabling statute allow for charges?

What is cost of submission to Register/Bulletin?

2. Charging for Web Access

Does your state provide public copy for free on the web?

Does your state provide an enhanced version for a fee on the web?

How much is the enhanced fee?

7. New Business

1. Future of Winter Conference

Discussion took place as to the future of meeting in the winter. Due to small numbers the question was asked if it was worthwhile to meet in D.C. Several options were discussed:

1. Cancel conference for that year if registration falls below a certain level.

2. Meet once every 2 years

3. Recent reduction in attendance is due to budget shortfalls, possible heightened security levels and legislative sessions and the winter meeting should continue as shortfalls are short-term.

4. Hold conference calls instead of meeting.

5. To boost attendance invite participants to be on panels.

6. Decrease length to two and a half days.

7. Additional communication in regions and encourage participation.

8. Work on survey by gathering information at the winter meeting.

9. Hold new member orientation.

The group was asked to consider any proclamations for those who have either retired from ACR or begun new employment outside the scope of ACR.
